Core Theme 3: Guarantees of Origin and Disclosure
Guarantees of Origin are still a relatively new element of the European energy landscape and, therefore, encounter various difficulties. Until now, concertations based on Directive 2009/28/EC have focused on harmonising the issuance of GO. It has now become obvious that consumers of participating countries working on their own are worse off than those which cooperate, as uncoordinated actions in any participating country impact all others.
Potential topics will include among others resolving ambiguities in the wording of the Article 15, harmonizing methodologies for disclosure of electricity from renewable energy sources and a coherent legal framework for GOs, using GOs as the sole instrument for accounting of electricity attributes, facilitating the mutual recognition of GO and informing the market actors about the differentiation potential of disclosure by way of GOs.
