Core Theme 2: Renewable Electricity and Grid Integration
CT2 focuses on the essential role of renewable electricity in strengthening Europe's industrial competitiveness and supporting the objectives of the Clean Industrial Deal. The topic explores how to create enabling frameworks for a reliable, affordable, and carbon-neutral electricity supply that can support energy-intensive industries and clean technology manufacturing across Europe.
Key discussions will cover renewable electricity production, system integration, and electrification measures. Particular attention will be given to the design of market-based support schemes, renewable energy auctions and tendering procedures, cross-border participation in support schemes, and the integration of renewable electricity into electricity markets. Relevant provisions of the Renewable Energy Directive (RED III), including support schemes, system integration, and renewable power purchase agreements (PPAs), will be examined.
CT2 will also address the role of Renewable Fuels of Non-Biological Origin (RFNBOs) in energy system integration, as well as the renewable electricity-related provisions of the Net-Zero Industry Act (NZIA), including auction pre-qualification and award criteria.
A major focus will be placed on grid integration and the development of a flexible and stable electricity system. Topics include energy storage solutions (both stand-alone and co-located), hybrid renewable projects, grid congestion management, permitting procedures, and mechanisms that enhance system flexibility and reliability.
In addition, participants will discuss key renewable electricity provisions within EU electricity market legislation, including Contracts for Difference (CfDs), priority dispatch, curtailment rules, balancing responsibilities, and non-fossil flexibility. Where relevant, reporting requirements under the Governance Regulation may also be considered.
Through these discussions, CT2 supports the transition towards a resilient, integrated, and competitive European energy system powered by renewable electricity.
