Core Theme 4: Biomass Sustainability and Mobilisation
CT4 focuses on policies and measures to enhance the sustainable mobilisation, production, use and trade of biomass across the EU. The group addresses strategies to improve resource efficiency and support the deployment of renewable biomass-based solutions, including biogas and biomethane, while ensuring compliance with sustainability and greenhouse gas (GHG) emissions saving criteria.
Its work covers the implementation of key provisions of the Renewable Energy Directive (RED III), including sustainability requirements, GHG accounting methodologies, verification systems, and the Union Database for renewable fuels. CT4 also examines links with related EU frameworks such as the EU ETS, LULUCF Regulation, EU Taxonomy, Waste Framework Directive, and the Governance Regulation.
By promoting the sustainable use of biomass, CT4 contributes to the objectives of the Clean Industrial Deal, helping reduce reliance on fossil fuels, diversify energy supplies, advance circular economy principles, and support rural development. The group seeks to balance economic competitiveness with biodiversity protection, carbon storage, and broader environmental sustainability goals. Close cooperation with CT5 ensures a coordinated approach on cross-cutting issues related to biomass sustainability and renewable fuels.
