Core Theme 5: Decarbonising Transport
This Core Theme focuses on the implementation of renewable energy in the transport sector, covering renewable electricity, sustainable biofuels, and renewable fuels of non-biological origin (RFNBOs) across road, aviation, and maritime transport. It supports the objectives of the EU Clean Industrial Deal by contributing to transport decarbonisation, strengthening energy security, and enhancing Europe’s industrial competitiveness.
The theme explores how renewable energy can reduce dependence on fossil fuels, stimulate investment in clean technologies such as batteries, electrolysers, sustainable fuel production, grid infrastructure, and vehicle-to-grid (V2G) solutions, and promote innovation and job creation across the energy, transport, manufacturing, and chemicals sectors.
Key topics include the RED III provisions on renewable energy use in transport, greenhouse gas reduction targets, sustainability and emissions savings criteria for biofuels and RFNBOs, calculation methodologies, certification and verification requirements, and the operation of the Union Database. The theme also addresses the links between the Renewable Energy Directive and related EU legislation, including ReFuelEU Aviation, FuelEU Maritime, the EU ETS Directive, the Governance Regulation, and the Electrification Action Plan.
Cooperation with other Core Themes will ensure a coordinated approach to sustainability, greenhouse gas accounting, and reporting obligations related to renewable transport fuels and renewable electricity consumption in transport.
