CA-RES4: Confidentiality Agreement

The fourth Concerted Action supporting the transposition and the implementation of Directive (2018/2001/EC) of the European Parliament and of the Council (CA-RES4) is an activity, which aims to: 

  • Consolidate a structured sharing of information and experiences, and promote good practice in activities required of participating countries for implementation of the RES Directive.
  • Facilitate cross learning at the EU level and provide support to an effective implementation of the RES Directive in the participating countries. 
  • Encourage dialogue between participating countries on common approaches for the effective implementation of particular parts of the RES Directive.

It involves the national authorities implementing the RES Directive, or those bodies appointed and entrusted by the national authorities to do so.

The CA-RES4 is directed solely at the national implementing bodies, as it is designed to contribute to the effective implementation of methodologies and legislation regarding the Directive 2018/2001/EC. This work must remain fully confidential while governments and governmental agents develop the national mechanisms. Only with full confidence in this confidentiality will representatives of participating countries in the CA-RES4 be able to freely discuss options being considered by the national governments without fear that they will be leaked, causing undue pressure to the legislative process.

In addition to the regular CA-RES4 participants, specific experts who may be in possession of particular knowledge of interest for MS transposition and/or implementation of the Directive 2018/2001/EC may be invited by the CA-RES4 Coordination Team to contribute to the CA-RES4 program, provided there is assurance that the confidentiality rules are safeguarded.

Having been invited to participate in CA-RES4 activities I hereby declare that I shall maintain full confidentiality about the CA-RES I, CA-RES II, CA-RES3 and CA-RES4 information provided and discussions carried out (whether during or outside of a CA-RES4 Plenary Meeting), not disclosing any of the proceedings or documents outside the CA-RES4 participants, and not using the information for personal gain. 

Data Protection Statement

As Coordinator of the fourth Concerted Action supporting the transposition and the implementation of Directive (2018/2001/EC) of the European Parliament and the Council (CA-RES4), the Austrian Energy Agency collects your personal data. This data is provided by you in the registration form (name and surname, organization, country, email address) so that the Coordinator can process your registration for the confidential part of the project website (www.ca-res.eu) and carry out the project activities agreed by the beneficiaries of the Grant Agreement of the CA-RES4.

Your data will be treated confidentially in accordance with the General Data Protection Regulation and protected against unauthorized access. The Austrian Energy Agency makes your details available to Core Theme leaders for the organization of the sessions, the European Commission for reporting and evaluation purposes and to other participants of the CA-RES4. Your data will be stored for the duration of the project (56 months) and will be deleted after this retention period. 

You can object to the handling of your data and submit a request for the erasure of your data. You have the right to obtain information about the data the Coordinator has about you in its system. In addition, you have the right to submit requests for the correction of your data or restriction of the processing of your data, if ambiguities need to be clarified. 

Your data will not be passed on to any other third parties. Should the need arise; third party service(s) will be acquired to implement communication activities of the project. Data will not be shared with third parties unless you consent to it. Taking into account the nature, scope, context and purposes of processing as well as the risks of varying likelihood and severity for the rights and freedoms of natural persons, acquired third party service(s) shall implement appropriate technical and organizational measures to ensure and to be able to demonstrate that processing is performed in accordance with the General Data Protection Regulation. 

You can submit a request for transfer of your data in a machine-readable format. Should you wish for an alternative to a solely automated decision-making process, you can make a formal request except in cases of processing by consent, contract or existing legal bases. You can address any allegations as a complaint to the Austrian Data Protection Authority. Read more about our data protection policy here.

Data Processing Statement

By registering, your personal data (name, e-mail address) will be processed by the Austrian Energy Agency. The legal basis is Art. 6 para 1 lit b DSGVO, the purpose of the processing is the registration on the website CA-RES. Your data will be stored until the end of the project (30.7.2026). If you object to the processing of your data before then, please send your revocation to ca-res@energyagency.at. For more information, please see our privacy policy.

Data Processing by Webex and Zoom: We perform our events, meetings (especially Plenary Meetings) with Webex/Cisco LLC and Zoom. By registering with these networks, your personal data (name, email, IP address, location data is transferred to these companies. The legal basis for the processing is Art. 6 para 1 lit b DSGVO. These are US. Companies. In accordance with the case law of the European Court of Justice, there is currently no adequate level of data protection in the USA. There is therefore a risk that your data may be subject to access by US authorities for control and monitoring purposes and that you have no effective legal remedies against this.
